ABOUT THE PANELISTS

GINA DA SILVA, Senior Policy Advisor for Immigration for Governor Newsom

Gina Da Silva is the Senior Policy Advisor for Immigration for Governor Newsom. From 2011 until 2017, prior to her work at the Office of the Governor, Gina was the Director of Government Affairs at the California Immigrant Policy Center (CIPC). She occupied several critical roles, co-leading a budget and administrative advocacy campaign to establish the “One California” Immigration Services Funding and working to increase state funding for access to legal tools to reduce detentions and deportations. She led legislative efforts to advance state protections for workers against E-Verify, and led efforts against mass detentions and deportations through the TRUTH Act and its expansion, the CA Values Act. During the past year and a half, Gina has worked across several policy areas to support Governor Newsom’s priorities on immigration. Gina is a California native whose passion for social justice and immigrant rights was shaped by her family’s immigrant experience and her lived experience in the United States and abroad.

CARMEL LEV, Strategy Consultant at the Global Infrastructure Facility (GIF)

Carmel Lev serves as a Strategy Consultant at the Global Infrastructure Facility (GIF)—a financial intermediary fund housed at the World Bank that helps to prepare, structure, and deliver bankable, climate-resilient infrastructure projects that mobilize private capital. In tandem to her work at the GIF, Carmel is a Strategy Associate for Spectrum Impact, an advisory firm that designs impact investing strategies and products for public and private sector clients. Previously, Carmel worked for the International Finance Corporation’s (IFC) Inclusive Business unit, which focused on mobilizing private investment into companies in emerging markets that integrate low-income populations into their business models. In her role, Carmel also helped manage IFC’s Social Bond Program, which funds projects that have a direct focus on increasing access to goods and services for underserved groups. Previously, Carmel worked at Impact Investment Exchange (IIX) in Singapore, providing investment readiness advisory services and recommending innovative financing solutions to social enterprises in the Asia-Pacific region. Carmel also supported the Case Foundation’s Impact Investing portfolio. Prior to Case Foundation, Carmel served as a Senior Program Assistant at the National Democratic Institute, managing and implementing U.S. government and international donor-funded foreign assistance programs in the Middle East & North Africa. Carmel earned an MS in Global Business & Finance from Georgetown University’s School of Foreign Service and a BA in Global Studies and World Arts & Cultures from the University of California, Los Angeles.

BLAISE ANTIN, Managing Director at TCW Emerging Markets

Blaise Antin is head of TCW’s sovereign research group and a senior member of the investment team that manages all of the emerging markets fixed income strategies at TCW including hard currency debt, local currency debt, and blended debt strategies.  Mr. Antin joined TCW in 2000 after spending the prior seven years with the G7 Group, Inc., an international political economy consultancy in Washington, DC.  As a Managing Director of G7, Mr. Antin directed the firm’s European and Latin American analysis and advised institutional investors and global macro hedge funds on economic and political risk.  Mr. Antin also served as a speechwriter for Robert E. Rubin, then the co-Chairman of Goldman Sachs and subsequently Treasury Secretary of the United States.  He also worked as a congressional aide to a member of the House Foreign Affairs Committee.  Mr. Antin holds an MA in Government from The Johns Hopkins University and a BA in Political Science from UCLA.
